Use layered ownership

Merchant, platform, provider, issuer, network, and support roles may hold different responsibilities. The control map should name the owner, expected evidence, escalation path, and any dependency on another participant.

Public information can explain that controls exist and how customers receive fair, understandable outcomes. It should not disclose internal detection criteria, response thresholds, access procedures, or data that would make abuse easier.
